Income Tax 2023: Everything you need to know before filing your return

The season for delivering the 2023 Individual Income Tax Return, base year 2022, has already begun. According to the Federal Revenue, the expectation is that between 38.5 million and 39.5 million statements will be received this year, a number higher than the record registered in 2022, when the Tax Authorities received 36,322,912 documents. 

Despite being a process that frightens many taxpayers, especially those who must declare their Income Tax for the first time this year, the declaration can be carried out by following a few simple steps.  

To help you at this time, Aliança de Misericórdia invited professional accountant Jucileia Mascarenhas, from Belo Horizonte (MG), to answer some questions and clarify important questions about this mandatory procedure. The miner has been operating in the area for 26 years and shares her expertise with us in this exclusive interview. Check out! 

AM: What is the deadline for filing the IR in 2023? 

JUCILEIA: The deadline for submitting the 2023 Income Tax declaration began on March 15th and runs until May 31st. It is important to remember that the service is interrupted at 23:59:59, Brasilia time, on that last day. 

AM: Who needs to declare the Income Tax? 

JUCILEIA: The declaration is mandatory for anyone who resides in Brazil and received taxable income above R$ R$28,559.70 in the year, that is, from R$2,380 per month, including wages, pensions, pensions and rents. It is also indispensable for those who received income exempt, non-taxable or taxed exclusively at source above R$ 40 thousand; and who obtained, in any month, a capital gain on the sale of assets or rights subject to the incidence of tax. With regard to those who carried out operations on stock exchanges, only those who carried out a sum of sales, including exempt, greater than R$ 40 thousand are obliged; and operations subject to the levy of the tax. Citizens who obtained gross income in excess of R$ 142,798.50 from rural activity must also declare. Finally, those who had possession or ownership of assets or rights with a total value greater than R$300 thousand (such as real estate, for example), even if they did not exceed the ceiling of 28 thousand. 

AM: Is there an age limit or exemption from submitting the Declaration? 

JUCILEIA: No, there is no age limit. Everyone who fits the profile of the previous answer needs to deliver the statement. 

AM: Is a person with a serious illness exempt from presenting the declaration?  

Neither. The exemption referring to the serious illness specified by law does not exempt the taxpayer from submitting a declaration. 

AM: Who works informally must also declare? 

JUCILEIA: Yes. Those who work informally or on their own are subject to the mandatory declaration of Income Tax 2023. Even if the income is not immediately identified by the Federal Revenue, the goods acquired and the worker's assets need to be compatible with their billing. The purchase of the most varied items and expenses with services, in general, can be tracked through the consumer's CPF.  

AM: Where or how to declare the income tax? 

JUCILEIA: The declaration can be made through the IRPF 2023 program, which is available for download on the IRS, online at e-CAC portal or by the app My Income Tax, available for tablet and mobile. 

STEP BY STEP: KNOW HOW TO DECLARE YOUR 2023 INCOME TAX 

AM: What is the difference between Full vs Simplified Declaration?  

JUCILEIA: The main difference concerns the amount of deductible expenses for each taxpayer. The complete model is for those who have more expenses to deduct, such as health and education expenses, or have dependents and more than one source of income. The simplified statement is best for those with few deductible expenses and only one source of income. It can be used by anyone, regardless of total income or number of paying sources.  

AM: What can be declared in the 2023 Income Tax? 

JUCILEIA: In general, medical expenses can be deducted in full and without limit. School and college tuition and tuition fees have an annual cap of R$ 3,561.50 per person. Expenses with alimony can be deducted as long as the alimony has been defined through a court decision or public deed (extrajudicial). 

AM: Is it true that I can donate part of my income tax to social projects? 

JUCILEIA: Yes. Many people don't know, but the system allows any citizen who declares his Income Tax through the full model send part of the tax to the Fund for the Rights of Children and Adolescents (FDCA), for the Rights of the Elderly Person (FDPI), audiovisual activities, in the area of culture, in addition to sports and para-sports projects. The Aliança de Misericórdia, as a social institution, can benefit from this gesture, for example. 

HOW TO DONATE PART OF YOUR INCOME TAXES TO SOCIAL PROJECTS 

AM: What are the main consequences for those who do not send the statement on time?  

JUCILEIA: The taxpayer is subject to the payment of a fine for delay, in addition to placing his CPF in an irregular situation, at risk of suspension. The fine is around R$165.00, and this amount can be increased by 20% of the total undeclared tax.
